why has British Columbia had consistently high police reported drug offences?

There are drug offences being committed all across Canada but for some reason British Columbia has had significantly high rates of drug offences, why is it that British Columbia has higher rates than the rest of Canada? It could be because of our geographical location,  or maybe its because we have more gangs in our cities like Vancouver. The RCMP estimated that BC has about 133 organized crime groups and about 30 street gangs, these groups make money through mostly distributing drugs in the drug trade. We have gangs like the Red Scorpions, The Untied Nations, and The Hell's Angles, having a higher rate in gangs could very likely result in a higher amount of drug offences. Not only do we have more gangs but we also are right on the coast which makes it a lot easier to receive and distribute drugs in BC. Compared to the east of Canada where its mostly larger cities we have different industries like logging, fishing, mining, and more. Commonly a lot of younger males work in the industries and these young males accumulate lots of money from working and in a lot of cases they spend the money on things like drugs and alcohol. If you are young and making a lot of money and don't have anything to spend it on because you're living in the middle of no where there may be a higher chance that you spend it on things that you probably shouldn't be spending it out. having more young people working in logging industries or other industries could definitely result in higher drug rates in British Columbia. Studies show that even thought Cannabis is illegal in Canada it is pretty tolerated in British Columbia and more commonly used than the rest of the country. Maybe if we had more severe laws on cannabis there would be significantly less drug rates in British Columbia or as the government is already discussing, we could just legalize it to a certain extent because as we know its not a particularly harmful drug. Not only would or illegal drug rates lower it would also make cannabis safer to use because you could get it at licensed dispensaries instead of getting it off the street and not knowing if its laced with something like fentanyl. Our drug rates could be significantly higher than the rest of Canada for all of these reasons and many more reasons as well.

For example, this is a drug related crime that happened in Saanich just a couple weeks ago, six people were arrested when the police had searched the apartment and had found guns, 26 liters of the date rape drug, 100 grams of crystal meth, 16 grams of marijuana, 4 ounces of heroin, and $20,000 in cash. Not only was all of that found but the cops also found packaging material, scales, and score sheets making the police believe they were intending on trafficking the drug. These six people are believed to have ties with drug related gangs in the lower main land which explains why this crime was committed. This proves that having relationships with drug related gangs could cause an increase in drug related offences here in British Columbia.
